On 15 June 1982, after considering memorandum XCC(82)74, a copy of which is annexed, Members advised and the Governor ordered

that the Immigration (Amendment) Bill should be introduced into the Legislative Council with the proposal that it should pass through all stages in one meeting;

that, subject to the enactment of the Immigration (Amendment) Bill 1982, and to the provision of the necessary financial resources by the Finance Committee of the Legislative Council, the closed camps organised along the lines summarised in paragraph 36 of the annexed memorandum should be set up; and

that those to be detained should include all new arrivals from the date of enactment, as well as troublemakers from open camps but not refugees already here who have technically not yet been landed (paragraph 9 of the annexed memorandum).

The purpose of this memorandum is to report progress on (b) and (c) above.

Since 2 July 1982 the following closed centres have been established under the management of the Commissioner of Correctional Services to accommodate Vietnamese refugees
