danish vessel dinna skol was not allowed to enter hk territorial water on the grounds that hk was neither the first nor even a scheduled port of call. considering that refugees transit in orc would not have been an obstacle for their resettlement, 'with a danish guarantee, hk authorities were not prepared to make an exception. furthermore entering hk would have resulted in penalisation of the shipping co. which failed to give required notice of changed itinerary to harbour authorities.
