HONG KONG: VIETNAMESE REFUGEES

1.

I attach a minute dated 9 August from Mr Hoare to Mr Freeland which was designed to brief the latter for his meeting with Mr John Griffiths QC, on Friday 13 August.

2. I discussed the problem with Mr Freeland and, with Mr Hoare's concurrence, we concluded that we should not ourselves raise this problem with Mr Griffiths during his current visit. If the latter raised it, Mr Freeland would take the line that it was a difficult problem which we were considering carefully and when we had thought it through we would go back to Hong Kong as necessary.

3. Mr Freeland would like to discuss the problem with you and I when we are all three next in the office at the same time. That is, I think, on Monday 20 September.
