The Acting Governor explained that the UNHCR rules

governing the handling of refugees required that a refugee

should be questioned to ensure that the request was genuine,

and made in the full knowledge of the circumstances likely to

be encountered on his return; there was, however, no intention

to discourage such requests.

The Acting Governor reported that there were now 600

refugees in Chi Ma Wan and 740 at the quarantine station. -

Mr Lobo suggested that, if letters to Vietnam were

the best form of deterrent-publicity about closed camps, then

the refugees should be given pre-printed air-letters giving the

Chi Ma Wan Closed Camp as the return address.
