5. The Home Office reply, attached to Mr Segar's minute to me of 27 August, is very discouraging. I think, however, that this is a case where we should be pushing Hong Kong's interests as strongly as possible, and that we should, therefore, go back to the Home Office on this. As these matters are normally dealt with by SEAD. I suggest we ask Mr Segar or Mr Burns to write to the Home Office again. I attach a draft minute from me to Mr Segar, on which I should be grateful for your comments.
