This attempt was organised by a group of 10 fishermen from Dong Nai who decided to take their families out of Vietnam in search of improved economic opportunities. They intended to make for Singapore or Malaysia, but got into difficulties at sea and were rescued by a Hong Kong bound ship. The interviewed source felt that the attempt would not have been organised if the ten hoads of families felt that there was no chance of overseas resettlement or a possibility of repatriation.

Departure organised by Vietnamese ethnic syndicate for fee paying passengers, mainly people connected with former regime. All paid large sums to the syndicate for their departure. Many had relatives living overseas. Motivations including

freedom. Ncne considered other government's policies when planning to leave Vietnam.
