Motivation of Recent Vietnamese Refugee Arrivals
During the months of September and October 1981, 33 groups of Vietnamese Refugees arrived in Hong Kong (E/Ms 1517-1549). These comprised 26 small boat groups, four"rescue at sea" groups, a group of two females who were stowaways on M.V. Euney (L/M 1530) and two groups of repatriated ECVIIs returned to Hong Kong by the Chinese authorities (L/Ms 1542 and 1547). Of the 26 small boat groups, one was from the South, 10 were from Central Vietnam and 15 were from the North. All of the "rescue at sea" groups and the stowaway. groups came from Southern Vietnam.

During the course of interviews with refugees from these groups, questions were asked regarding their motivation to leave Vietnam, external influencing factors, and their reaction to hypothetical changes in acceptance policy by countries of first asylum and of final resettlement. A summary of responses is attached for your information.
