It is important to respect Mr Smyser's confidence. I judge him to have got a very good grip on UNHCR matters in the relatively short time he has been handling them, and I think he has a considerable feel for dealing with the Africans.
He was also less than flattering about the legacy bequeathed to him by his predecessor.
