Wide publicity will be given to these proposals,
explaining that in view of the changed circumstances
these are considered to be necessary and that Hong Kong
must now follow the policy elsewhere in the Region.
Publicity will also emphasize the resources for this
change and the fact that the situation will be kept under
close watch.

the Immigration (Amendment) (No.
Bill should be introduced into the

all stages in one meeting;
