If Members advise that the proposals set
out in this memorandum be adopted the following
outline programme would be implemented :-

(a)

legislation on the basis of the Bill
at Annex B should be introduced into the
Legislative Council and subject to its
acceptance should pass in one sitting. The meeting of the Legislation Council on 30th June would be a feasible date.
after the legislation has been enacted
all new arrivals would be processed and
detained in closed camps as well as those
not yet processed if that is the advice given;

wide publicity would be given to the

the necessary improvement and alteration
works at Chi Ma Wan would be done immediately;
(e) construction work to the camp at Hei Ling

commence at once with a view
to having it ready by phases, the first
