Standards

22.

The standards of management, accommodation,

feeding and medical and other services to be provided

in closed camps would mainly be based on the

recommendations of the Lightbody Report summarised

for Members in Memorandum XCRI (80)25 on 21st July 1980.

Suitable modifications would, however, be made to take

into account the closed nature of these camps and of

professional advice from the Medical and Health and

Correctional Services Departments.

Legal Aspects

23.

Legislation would be required to :-

(a)

set up closed camps and to enable

the Government to detain refugees in

them;

(b) give effect to camp rules for the

better management of the camps and for

regulating the behaviour and conduct of

the refugees;

At the same time it would be an added deterrent and

also useful to take further powers to :
