The following options are open for
consideration :-
(a) detain all Vietnamese refugees, both
existing ones and new arrivals;
(b) detain those already here and who are
not yet technically landed and new
arrivals;
(c) detain all new arrivals as from a
certain date as well as trouble-makers
from open camps.
