Introduction
After considering the concept of confining
Vietnamese refugees in closed camps on 11th May 1982,
Executive Council Memorandum (XCC(82)54) is attached
at Annex A, Members advised, and the Acting Governor
ordered, inter alia :
"(a) that the closed camp concept for new
arrivals and those convicted of crimes
should be pursued and a further detailed
report should be submitted to Council
·' within one month;
(b) that negotiations should be opened with
UNHCR with a view to their meeting the
cost of maintaining refugees from
Vietnam in closed camps;
