remove responsibility from the UNHCR so that the Government deals direct with voluntary agencies over the management of centres. Apart from the fact that the UNHCR already has an agreement with the Red Cross to manage Kai Tak it is not in Hong Kong's interests to take over any of the UNHCR's responsibilities for refugees. The policy must be to retain the UNHCR's commitment to refugees;
for the Government to take over the management of open centres itself. Although this could be done a Government management structure would have to be created. In addition the same objection to taking over a duty now accepted by the UNHCR would arise; and
retain the same division of responsibilities between the UNHCR and voluntary agencies, but provide for a more closely defined agreement and include a Government liaison role in centre management. Following discussions within the Administration and with the UNHCR and the voluntary agencies this is the preferred option. If events show that it needs modification this will be done.

In considering the above options the conclusion has also been reached that better use could be made of the existing accommodation and that the problem of management in Kai Tak could be eased, at least for the time being, if there were two open centres in operation. This would reduce population density, allow a choice to be made in allocating refugees to an open centre and also enable some improved security facilities, such as better perimeter and gate control, to be introduced at Kai Tak.
Future Control of Open Centres

On the basis of option (d) in paragraph 8 the following measures have been, or are being, taken to assist the UNHCR and the voluntary agencies in their management roles, in order to bring about closer control over the conduct of refugees in open centres

a review of the content and operation of the statutory Centre Rules is to be made by the Secretary for Security consultation with the UNHCR and the voluntary agencies;
