It is proposed that the following be applied to the selection of sites -

criteria should

(a)

they should be away from centres of population, but not so remote as to aggravate management and transportation problems;

they should, as far as possible, be close to existing institutions;

they should be relatively easy to isolate and enclose;

they should have reasonable access to basic services such as water, electricity, etc and

they should be readily available for use or development requiring the minimum of site formation and other capital works;

they should not adversely affect other planned development;

the population in each camp should as far as possible be restricted to a maximum of 5,000 refugees.

Applying these criteria, the following Correctional Services institutions which are already being used to some extent to detain Vietnamese refugees are available

Cape Collinson Correctional Institution (capacity 600, reserved for ex-China cases);

Tai Tam Gap Correctional Institution (capacity 125);

and

Tai Lam Centre for Women (capacity 175); and exceptionally

Victoria Detention Centre (capacity 600) is being used for certain categories of refugees.

Also applying these criteria, the following additional institutions have been identified

(a)

Chi Ma Wan: this is an existing institution run by the Correctional Services Department as a Detention Camp under the Immigration Ordinance, and is immediately available.
