There is little specific mention on our files of the problem of the 'hard core' of refugees. The following are the most relevant papers:

letter of 2 December 1981 from Mr Haddon-Cave to Mr Donald. This mentions about 6000 refugees or 45% of the total number in Hong Kong who have ruled thmeselves out of resettlement programmes by being convicted of offences in Hong Kong, 'by failing to show for medical or departure formalities or hav ing refused a resettlement offer etc.'. The problem is compounded by the US decision on 4E cases;

Mr Clift's submission of 25 January on the problems raised in (a) and his reply to Mr Haddon-Cave's letter/that 'little can be done to change the position'.
