THE UNHCR ANTI-PIRACY PROGRAM
We are gratified that an international program to combat acts of piracy against refugees is near to realization. Under the leadership of the UNHCR and with the good will and generosity of the donor countries appears that the Royal Thai Government will soon be able to implement a plan to deter pirate attacks against refugees at sea, attacks which in the past have resulted in the death, brutalization and degradation of thousands of helpless victims We are under no illusion that the proposed program will solve the piracy problem for once - and all. We do believe, however, that the lives and
human dignity of many will be saved through this international humanitarian effort. In our view, the important matter now is to begin the program as soon possible.
