As the figures in the document before you so eloquently demonstrate, we are now entering a stage which may well be the beginning of the end of the Indo-Chinese refugee problem. Let it not be said that generosity is shown by governments only when they are under pressure or that humanitarianism becomes public policy only in period of crisis. We must not relent because collective efforts have so far yielded positive results; on the contrary, the results achieved should encourage us to continue our endeavours until the over-all problem is practically solved.
