UNHCR happens to be in the unique position of being present in every country of origin and country of asylum in the area. While this has allowed us to have a comprehensive view of the over- all problem in its origins and consequences, it has also enabled us to channel efforts rationally towards durable solutions. We have tried to intensify our efforts within the countries of asylum in order to reduce the proportions of what appeared to be a colossal problem only two or three years ago.

Today, the total number of Vietnamese boat people in countries of South East Asia stands at just over 40,000. Judging from the rate of departures by boat during the last few months, there is
