Information from Vietnamese Boat Arrival (L/M 1595)
The attached interview report is from a fisherman who was part of the ethnic Vietnamese group from An Duong, HUE, Central Vietnam which arrived in Hong Kong on 16th March 1982.

The report details measures taken by Public Security Service (PS3) officials to hinder the clandestine departure of emigrants.

The production of this report was delayed while attempts were made to obtain collateral for its contents. With the exception of the securing of oars and rudders, the measures described are common in South Vietnam. However, interviews with numerous refugees from other locations in Central Vietnam have failed to produce evidence that such measures are being implemented elsewhere.

It is therefore assessed that the measures described result from initiative on the part of PSS officials in An Duong and are not part of a widely-implemented plan to reduce clandestine departures from Central Vietnam.
