Extensive publicity will be arranged to explain the changed circumstances since the Geneva Conference of 1979 outlined in this memorandum, and the implications for Hong Kong. Publicity will then refer to the various options outlined in Annex A without referring to repatriation at this stage. will also explain that contingency planning for the introduction of closed camps is now going ahead and the feasibility of other options is being considered.

Members will be asked to advise whether:

the closed camp concept as outlined should be pursued, in which case a further more detailed report on the implications will be submitted within one month;

negotiations should be opened with UNHCR with a view to their meeting the cost of maintaining refugees from Vietnam in closed camps; and

the issue of repatriation should be re-opened with the Foreign and Commonwealth Office;
