Have seen Sir Philip's letter of 2 December 1981. Have looked
at issues very carefully. Agree generally with conclusions.
2.
Repatriation unacceptable. Increased Hong Kong share in other
countries resettlement quotas only way forward. Will put to United
Nations High Commissioner for Refugees first. Target mainly
Americans, but also Canadians, Australians and French.
Will
follow up as appropriate with approaches to them. Will also ask
UNHCR what is going to be done about hardcore and finding new
resettlement destinations.
3.
Regret no possibility of new UK quota. Already taken more
than 10,000. Economic climate here makes politically impossible.
