In the absence of the High Commissioner who is currently attending the General Assembly, I have the honour to refer to the programme of orderly departure from the Socialist Republic of Vietnam which has been facilitated by UNHCR since 1979 on the basis of a Memorandum of Understanding between the Government of the Socialist Republic of Vietnam and UNHCR.
You will find attached to this letter a report on the progress of this important Special Programme, including details of departures by country of destination, the costs involved, and a statement of funds needed to continue the programme to the end of 1982.
With the recent substantial increase in the monthly rate of departures it has been necessary to revise upwards the 1981 budget of the Special Programme to US$ 2.1 million. To continue the operation through 1982 at the expected level, a further US$ 4.1 million are required.
Up to the present time, due to the relatively low rate of departures, the funds available to UNHCR have been sufficient to meet the costs involved. The recent substantial increase in the monthly level of departures has made it necessary for the High Commissioner to make this urgent appeal for contributions to be able to continue this programme. Funds currently available are sufficient to meet expenditure only until late November or the early days of December. It is not possible to finance this programme from General Programmes resources and, if additional contributions are not received
