How should we respond to UNHCR's appeal for the

'Orderly Departure Programme' for 1982.

Recommendation

2. Subject to availability of funds, I recommend that

ODA should make a contribution of £75,000 to the 1982

expenses.

BACKGROUND AND ARGUMENT

The Orderly Departure Programme, which derives from a 31 May 1979 UNHCR/Vietnam Memorandum of Understanding

is the mechanism whereby Vietnamese accepted for settlement in the UK,mainly on family reunion grounds, but still in Vietnam are moved by UNHCR to the UK.

Unlike South East Asian Refugees already outside their

home countries, whose transportation costs are met
