refugees, Mr Poul Hartling, and from General Haig, to increase our pledge of 20 January of $100,000. This initial pledge was in line with those of our Community partners. The Federal Republic of Germany have since agreed to double their initial contribution of $100,000. If a reasonable number of original donors did likewise it should be possible to reach the target of $3.6m which the Thais have set as a minimum funding for the resumption
of patrols.

The
Chancery Washington attribute the high level of US interest in the appeal to personal concern on the part of President Reagan and to Congressional pressure. A doubling of our initial contribution may be helpful to us in other aspects of refugee business where we rely heavily on American co-operation. most obvious example of this is continued American willingness to accept boat people from Hong Kong now that our own quota is complete. But it would be difficult to make the one
conditional on the other.
