In sum, the Filipinos can live with the present arrangements, as they affect them, and they will hope to maintain a low profile on Vietnamese refugees. They cannot, therefore, be looked to as a significant source of support for radical proposals, such as the one raised by Philip Haddon-Cave. As seen from here, the prospects of winning concessions from the Americans and Australians, perhaps promoted by a gesture from ourselves in Britain, must still offer a more practicable, if nonetheless very difficult means, of mitigating the problems faced in Hong Kong.
