Mr Clift and I would like to discuss this matter with you soon. We need to consider what line Sir Edward Youde is going to take in Geneva and Washington later this month and next and how we should react to a proposal from Hong Kong to the estab- lishment on a remote island of a closed camp for Vietnamese refugees, a possibility which seems even more likely following a telephone conversation I had with the Deputy Secretary for Security this morning.
