Sir Edward Youde's Visit to Geneva, 26 March:

We will shortly send you telegraphically
a brief to bring Sir Edward up-to-date for his visit to Geneva. I am however taking the opportunity to send you in advance by bag one or two background papers which might serve as annexes ot it. They are:

A note of a call here by Ambassador Vine on 6 March (of which a departmental copy is in today's bag, addressed to Dick Clift). Despite, or indeed because of, its unwelcome content, Sir Edward
may
wish to see this note in full.
Our forecast of arrivals and departures up to mid-year. Even assuming that the more restrictive US approach outlined by Vine allows the US monthly quotas to be met, we shall with luck get down somewhere below 10,000 in the next month or so but that will probably be our lowest figure for the foreseeable future.
I will not burden the bag with extra copies of material you already have; but you may wish to consider giving Sir Edward a copy of Bim Davies's teleletter CR 11/4821/79 of 11 March to Dick Clift, which also reports the Vine visit. In addition, there is the Chief Secretary's letter CR 2/4821/75 of 2 December' 1981 to Alan Donald.
