MY TELNO ALLOT 64: AIR NAURU SERVICES TO HONG KONG
FOLLOWING DISCUSSIONS WITH AIR NAURU, AND CONSIDERATION OF AMENDMENTS OF MANUALS, WE RECOMMEND THAT THE TOP BE REINSTATED SUBJECT TO COMPLIANCE WITH THE FOLLOWING CONDITIONS WHICH COULD PERHAPS REPLACE GENERAL CONDITION NUMBER 1 GOVERNING THE TOP:
A) A STATEMENT CERTIFYING THAT THE OPERATING MANUALS OF AIR NAURU SATISFY ICAO REQUIREMENTS, AND THAT AIR NAURU OPERATING PROCEDURES AND PRACTICES CONFORM WITH SUCH MANUALS, SHALL BE PROVIDED ANNUALLY BY AN AUTHORITY ACCEPTABLE TO THE DEPARTMENT OF TRADE:
B) AIRWORTHINESS CONTROL OF AIR NAURU SHALL BE EXERCISED BY AN AIRWORTHINESS AUTHORITY NOMINATED BY THEM AND ACCEPTABLE TO THE DPEARTMENT OF TRADE. THIS AIRWORTHINESS AUTHORITY SHALL PROVIDE STATEMENTS ANNUALLY CERTIFYING THAT ALL 3727 AND B737 AIRCRAFT OPERATED BY AIR NAURU ARE IN COMPLIANCE WITH ALL FAA AIRWORTHINESS DIRECTIVES APPLICABLE TO THESE AIRCRAFT, THEIR ENGINES AND EQUIPMENT.
2. PRESUMING THAT YOU ARE CONTENT TO ACCEPT DCA HONG KONG AS BEING THE AUTHORITY REQUIRED BY CONDITION A FOR REINSTATEMENT OF THE TOP, WE CAN NOW CERTIFY THAT THE AIR NAURU MANUALS ARE SATISFACTORY. REINSTATEMENT OF THE TOP SHOULD NOT THEREFORE BE HELD UP BY CONDITION A. HOWEVER WE RECOMMEND THAT A FULL STATEMENT AS REQUIRED BY CONDITION A BE CALLED FOR PRIOR TO RENEWAL OF THE TOP IN FEBRUARY 1983, TO ENSURE THAT AIR NAURU ARE IN FACT CONFORMING WITH THE AMENDED MANUALS. RESPONSIBILITY FOR NOMINATING AND FUNDING THE SERVICES OF THE ACCEPTABLE AUTHORITY WOULD REST WITH AIR NAURU.
3. CONDITION B SHOULD BE ENFORCED PRIOR TO THE LIFTING OF THE CURRENT SUSPENSION, INCLUDING THE PROVISION OF COMPLIANCE STATEMENTS BY THE AIRWORTHINESS AUTHORITY CURRENTLY INVOLVED, THAT IS THE U.K. CIVIL AVIATION AUTHORITY.
