4. I undertook to report these proposals, adding that I was not an expert on these mattors and could offer no off-the-cuff comment.

The Vietnamese intention, in the first instance, as the Vice Minister explained the position to me and indeed as the Aide Memoire makes clear, is to open bilateral negotiations with the Government (of long Kong presumably), es well as with the Thai, Malaysian and Singaporean Govornments, with a view to achieving o regional consensus. Naturally, if there is no regional objection, ICAO are unlikely to resist the Vietnamese proposals.

I understand from my Malayaion colleague that the other three countries concerned have already boen approached end you may accordingly olwoady have hoard about theso proposals from othez noureos, My Inlaysian colleague added that, although Kuala Lumpur du principlo · acknowledged the Vietnamese night to control Viotannose airapace and hence the FIR concerned, there was ORD concern about the high cost of overflight Teen, which might be increased if additional muten ovor Victucaoco airapace were introduced.
