You will want to see the attached draft brief on this subject for the Regional Air Navigation meeting which will be in Singapore from 11 - 24 January. believe the draft adequately covers the possible political pitfalls, and I suggest only one alteration, the deletion of the word 'sovereignty' in the second paragraph of the background.

As DOT hope to enlist HM High Commissioner, Singapore as a political adviser at the meeting, Mr Clift may wish to consider writing separately to Mr Moon on the subject. I will submit a draft letter cleared with other FCO Departments, if required.
