We have not yet had a reply to our telno 196 to Hong Kong seeking their views on proposed notice of termination of the UK/China ASA in April. The DOT are now becoming a little anxious: they need to take action during April and they know that we will wish to submit to Ministers even if both Peking and Hong Kong agree to the DOT proposal. Moreover, there is a purely FCO question whether we should seek to get notice of termination into the Chinese before Sir E Youde takes over as Governor later this month. In effec therefore this means a decision and subsequent action by the end of next week at the latest.
2. FED are now sending a telegram to Hong Kong reminding the Governor that we await his views.

away.
