CAAC PERMITS FOR TIANJIN/NANJING
I have been giving further consideration to this matter, on which of course we must take some action before the current permits expire at the end of April. I shall be grateful for your views and those of Tony Aust on the attached draft telegrams which we ought to get off before the end of this week in order to allow time for Peking and Hong Kong to comment. I am copying this letter to Tony Aust only at this stage, but you may of course feel it necessary to consult the geographical departments as well.
