You will have seen Handley Stevens' letter of today's date on this subject.

Following yesterday's meeting you will be considering your respective positions with regard to the possibilities of serving notice of termination of the regional CMU, or alternatively suspending CAAC's operating permit for Tianjin and Nanjing. Mr Stevens has now suggested the immediate step of placing a restriction on the generating permit in order to get talking, but such a move would not restrict us in any subsequent action we might deem necessary.

I attach two draft telegrams prepared by DOT, seeking views of Peking and Hong Kong, and also providing a suggested draft letter to CAAC. I should welcome your views.
