I attach a draft reply to Feking Telegram Number 411.. Quite apart from the inconvenience of a meeting in late August or early September, the imminence of the Prime Minister's visit, which would weigh more heavily on us than on CAAC I fancy, would put us in an undesirably weak position. I am rather surprised that Mr Atkinson should have supported it. Since tactics and timing have already been discussed with the FCO, and in effect endorsed at Ministerial level, I trust that the attached draft telegram will cause you no difficulty.
