Any publicity will need to be played carefully and on the whole defensively as the need arises. But if it is decided to take action that may cause flights by CAAC to be cancelled or the DCA to act in the manner outlined in paragraph 17, then it will be necessary for the Hong Kong Government to issue press releases warning the public in advance that certain flights may not operate.

whether the Hong Kong Government's advice to HMG should be to give one year's notice of termination of the Regional Routes Confidential Memorandum of Understanding;
in respect of flights to Tianjin, which of the options described in paragraph 15 above should be pursued.
