Given that, as I told you during my visit, the timescale for a decision on the new airport may slip, it is far more important to get our paper right than to get it in quickly. We shall have to produce something that is sufficiently impressive to make the Hong Kong Government pause and attract them to the concept of a negotiated deal. A half baked approach could be fatal.

4. Finally, I do not think you need worry unduly about my imminent departure. I could easily mention that a comprehensive memorandum was nearing completion at the time of my farewell call on John Bremridge and thus clear the way for Christian Adams to make its presentation one of his priority tasks on arrival.
