Mr Caines made two general comments which might be of interest. Reacting to the absence of the Ministry of Agriculture representative (on the excuse that Mr Walker had not papers concerned) he said that there was no requirement to put the papers to Ministers in advance of the meeting. Secondly he volunteered the view that there were too many Ministerial inward investment visits to certain posts. The same overseas contacts were having to see our Ministers time and again and the outcome was not productive, quite apart from being burdensome to our Embassies. Mr Caines personally hoped that posts would speak out and say this. I do not know how this will be recorded in the minutes!
