Possible Replacement Airport at Deep Bay
I refer to our meeting at CAD on 15 October 81 at which the possible implications upon the responsibilities of the Marine Department if a Replacement Airport were to be located in Deep Bay were discussed with you and your colleagues Mr Parry and Mr Hunt.

I would be most grateful if you would confirm in writing as soon as convenient your Department's opinion in respect of :-
13.
(a) the provision of bulk fuel by sea to the
proposed location;
(b)
(c)
(a)
the provision of ferry services of various sizes and speeds between the proposed location and the Kowloon Peninsula and/ or Hong Kong.
the need for navigation and/or mooring of large vessels that possibly would be an obstruction to aircraft approaching from or departing to the south west of the proposed runway(a);
any other marine factors which you consider to be relevant to the suitability, or otherwise of this location.
I attach a sketch map of the location on which is indicated the approximate position of the runways. This should not be construed as a definitive proposal.
I have already provided you with 2 Working Memoranda (Nos 15 and 16) which refer respectively, to Bulk Fuel and Surface Access to the proposed Replacement Airport at Chek Lap Kok and it may be assumed that the demands upon an airport in Deep Bay would be of a similar magnitude in respect of bulk fuel but would generate a need for faster or fewer ferries.
