FLIGHT SAFETY
7. Helicopter operations are carried out in weather conditions which allow the pilot to remain in contact with the ground. However if committed to fly IMC the pilot must climb to his safety height. Although the situation does not happen frequently it should be noted that the last Wessex crash in Hong Kong was attributed to the pilot's failure to climb after he had gone into IMC in sea fog.

The risks in this situation are twofold; firstly there is a reluctance for pilots to pull-up into controlled airspace without giving prior warning which is not always possible and therefore putting themselves and passengers at risk. Secondly if they do pull-up un-announced, for instance into areas B, C and E, the collision risk with a civil aircraft approaching or departing the new airport will be high.

In addition to the above there are occasions when Scout (single engined) helicopters require to fly at a reasonable height in case of engine failure, particularly at night. This situation would also occur with the Dauphin or Wessex when committed to flying on one engine. Again the pilot has two alternatives, to climb to a safe height for an engine off landing thus penetrating controlled air- space or to remain out of controlled airspace at low level thus reducing his chances of completing a successful forced landing.
CONCLUSION
10. Helicopter operations out of Sek Kong would be complicated and would require a fully integrated ATC civil/military system. CAD may not agree that the requirements, set out above, for military operations are compatable with those of a high intensity international airport. Of the two sites, so far proposed we consider the Chep Lap Kok site to be preferable to an airport in the Deep Bay area as far as civil/military operations out of Sek Kong are concerned.
