FUTURE OF HONG KONG: STUDY FOR PRIME MINISTER
1.
I submit revised drafts of the paper and annexes.
This
incorporates a number of amendments proposed by Sir P Cradock
and the Governor and Hong Kong. The latter's telegrams of comment
(Hong Kong Telegrams Nos 902-906) are attached.
2. The order of the paper has been somewhat altered to take
account of Sir E Youde's proposals. The main effect has been to
deal with the impracticable options before going on to consider a
management contract, rather than lumping the latter in with the
others. There have been some cuts to avoid repetition. The chief
changes of substance have been:
a) to remove the suggestion that the Prime Minister should
seek from the Chinese an interim arrangement to cover
Crown land leases in the New Territories.

would not be prepared to concede this.
b) to the section on the handling of the Prime Minister's
visit to Peking (paragraphs 33 to 42). This is now
intended to be more of a discussion of alternative ways
of handling possible Chinese tactics than a skeleton
brief for the discussions.
