FUTURE OF HONG KONG

Thank you for sending me today the amended sections of the special study.

We spoke about Annex P, page 4. An earlier version contained the sentence - "Of course we accept that Hong Kong is physically part of China and cooperation is essential". Mr Freeland, Mr Rushford and I agreed that this sentence ought to be amended. I understood that Mr Rushford proposed to you an alternative which we worked out together. In the latest text this seems, however, to have been overlooked. In the corresponding part of the revised annex I suggest that our point would be made if the present text could be replaced by:
"Of course we accept that because of Hong Kong's geographical situation cooperation with China is essential, and this has developed enormously over the past few years."
