The Hong Kong Study has now been submitted to the Prime Minister. I am grateful to you for the very valuable contribution that you and your staff made to the Annex on Civil Aviation and Shipping and for your cooperation in meeting the tight deadlines that we had to impose.
I enclose a copy of the final version of the Annex. I should be grateful if you would continue to restrict the circulation of this paper (and knowledge of the subject) on a strict need-to-know basis. Please do not refer to the Study in correspondence in Whitehall or with Hong Kong, without reference to the FCO.
