The Hong Kong Study has now been submitted to the Prime Minister. I am grateful to you for your very valuable contribution to the Annex on Currency and Finance, and for your cooperation in meeting the tight deadlines that we had to impose.
I enclose a copy of the final version of the Annex. I should be grateful if you would continue to restrict the circulation of this paper (and knowledge of the subject) on a strict need-to-know basis.
