In his letter of 9 September Mr Coles mentioned three
points which the Prime Minister had raised in relation to the
Special Study on Hong Kong. You asked that one of them,
concerning statements of commitment by HMG to the people of
Hong Kong, be dealt with by tonight.
2.
A draft letter to No 10 covering the texts of several
such statements is attached. The other points raised are
being dealt with separately.
