1. We discussed the Assessments Staff draft paper on Chinese
I discussed this Activity in and Attitudes towards Hong Kong. with Mr O'Neill, Head of Assessments Staff, on 17 June. supported the view of the Political Adviser in Hong Kong Tele- gram No 616 that the section on the future should be split off from the rest and urged that priority should be given to the future.

I gave Mr O'Neill a considerable amount of telegrams and other material on recent contacts with Chinese leaders and other indications of the current Chinese attitude. I explained the delicacy of our own policy discussions on this question. I suggest that we should aim at getting a JIC paper ready for the Prime Minister's briefing by the beginning of August and that it might cover the broad headings on the attached sheet. I said that we would be grateful to be closely associated with drafting.
3. Mr O'Neill agreed generally to this. He explained that there was no need for the material which we had provided to go,

This seems satisfactory. We will probably not have any JIC assessment before the first discussions with the Prime Minister on this question, but it is probably best to operate on the relatively basic description of Chinese attitudes which we have already provided. At the same time we can assure the Prime Minister that a full intelligence assessment is under way.
