The copies of Lord Shepherd's letter to Mr Atkins of 29 March and Alan Donald's minute of 30 March, referred to in para 4 of your letter were not in fact enclosed with it, so I am not sure whether Lord Shepherd produced any evidence for his view that confidence was more brittle at the time of his visit here than it was last autumn. For what it is worth my own impression is that there has been no significant change in the general atmosphere since I arrived in October. But that is no more than an impression, which may be only skin deep.
