A vital factor in the timing of any visit by Teddy Youde to Peking will be how far we have got here with Ministers in deciding a negotiating position for the Prime Minister's visit in September. As you will realise, our preparations on this front have been affected and held up by the change in FCO Ministers, the Falkland Islands crisis, and Mr Heath's conversation with Deng. We think it sensible, therefore, that we defer any conclusion about the timing of a possible visit by Teddy to Peking until any Chinese invitation were received; at that point we could see where we were with Ministers here on deciding on a negotiating position and tactics.
