Mike Pattison wrote to me on 19 March enclosing a letter from Mr Francis Chaine to the Prime Minister of 11 March. Mr Chaine has sent almost identical letters to Lord Carrington and Sir Edward Youde. We have suggested to Mr Chaine that he call on the Head of Hong Kong and General Department.
