Please see Mr Burrows' minute below. We have now got to draw together the political and legal angles in order to prepare for a possible negotiation with the Chinese. This is not easy to do because, understandably, the Legal Advisers consider that the mechanics of the key legal fact of any changes cannot be worked in any detail until the nature of any agreement with the Chinese is known. Nevertheless Ministers will require as much guidance as possible.
2.
I would like to do this in the form of a kind of timetable aimed at leading up to the Prime Minister's visit and forecasting possible progress beyond that. I have outlined what I have in mind in the attached annex. Would you please arrange for this to the tidied up and agreed with the Legal Advisers. We should have this ready for the meeting with the Prime Minister on 2 April.
